Digital Tools for the collection of PROM data are now a primary tool in clinical trials, academic and clinical research and increasingly clinical monitoring.
Digital Providers is our term for companies that develop or supply digital versions of our PROMs in the format of eScales. Digital Providers must hold their own licence with Transform MS even if the organisation you are working with already has a licence to use the PROM.
This page explains the development and licensing requirements for Digital Providers who create or supply eScale versions of Transform MS PROMs for their clients. Digital Provider Licenses usually fall into two different scenerios, eScales for support of commercial licensees and eScales for support of clinical and academic licensees, more information is provided in the section below.

Development and supply of eScales for Commercial Licensees
Digital Providers that develop and supply digital versions of PROMs (eScales) to support data collection in clinical trials or research projects will often be working with commercial companies.
Examples include observational studies, registries, or real‑world data collection projects.Even when a Transform MS End User Licensee (such as a pharmaceutical company sponsoring a clinical trial) has secured rights to collect data using a digital tool, any third party involved in building or supplying that tool must also hold a licence.This means Digital Providers need their own licence from Transform MS, separate from the End User’s agreement. Digital Providers can only access and use our copyrighted PROMs through a formal, standalone agreement with Transform MS.Development and supply of eScales for Clinical and Academic Licensees
In some cases, a Digital Provider supports clinical services—often as an Electronic Health Records (EHR) supplier—to help collect data for academic projects, clinical initiatives, or routine clinical monitoring.In these non‑commercial academic or clinical settings, Transform MS typically offers a reduced‑cost or free End User Licence for use of its PROMs, provided there is no commercial funding and no future commercial use of the data.However, if a Digital Provider is involved in the development or delivery of digital versions (eScales) of Transform MS PROMs, they must still hold their own licence.
This requirement applies even when they are supporting an End User who already holds a Transform MS licence.What a Digital Provider License allows

An important part of developing an eScale for a Digital Provider is developing an eScale that they can assure their customer meets required standards for data collection. As part of the eScale licensing, development and supply processes Transform MS supports Digital Providers in the creation, review and approval and certification of eScales. The process for eScale review is initiated on the execution of the Digital Providers Framework Agreement, and any subsequent orders to support new projects, and is supported by the 'Guidelines for the development of Transform MS eScales' document that will be provided to Digital Providers atthat stage.
Step 1
Digital Provider issued with the appropriate guidance document following approval of Order Form to permit creation and use of eScale version of the original scale.
This information must be reviewed in order to support development of eScales
Step 2
Digital Providers develop the eScale in line with the guidelines. If you need to request a development or presentation step that differs from the guidelines you must contact Transform MS CIC
Step 3
Take screenshots and share with Transform MS for review.
Step 4
Once approval confirmed Transform MS will issue the Digital Provider with a certificate confirming approval of the eScale.
Step 5
Once the license is in place and the validated certificate has been provided the study is now authorised to start using the eScale as per contract.
